After the election, candidates, their principal election agents and their election agents will need to submit the following forms:

  1. Post-election Declaration form;
  2. Return Respecting Election Expenses and Declarations by Candidate and Principal Election Agent form;
  3. Post-election Donation Report and Declaration form; and
  4. Post-election Declaration by Election Agent of Presidential Candidate form.


Singaporean politics is a matter only for Singaporeans to decide and should be free from foreign influence. To guard against foreign interference in Singapore elections, every candidate must submit to the Returning Officer a declaration that the candidate and his election agents:

  1. did not authorise any foreigner to conduct any election activity;
  2. did not undertake any conduct of election activities in accordance with the directions, instructions or wishes of a foreign principal; and
  3. did not authorise any conduct of election activities in accordance with the directions, instructions or wishes of a foreign principal.

The declaration must be submitted not later than the seventh day after the election result is published in the Government Gazette and this can be done via the Candidate Services after Polling Day for contested elections (or after close of nomination proceedings for uncontested elections). If candidates wish to, they may also submit their post-election declarations at the Elections Department.

The Foreign Interference (Countermeasures) Act 2021 (FICA) was passed by Parliament on 4 Oct 2021 and assented to by the President on 29 Oct 2021. The provisions related to Politically Significant Persons (PSPs) came into force on 29 Dec 2023. At the same time, the Political Donations Act 2000 (PDA) was repealed, and the existing obligations under the PDA were ported over to FICA. Once the amendments made to relevant Acts and Subsidiary Legislation come into force, we will update the information within this accordion, where applicable.


The principal election agent of every candidate must submit the return respecting election expenses and the declarations by both the principal election agent and the candidate to the Returning Officer within 31 days after the election result is published in the Government Gazette. The return and declarations are required to ensure accountability and transparency in each candidate’s campaign finances. The return and declarations may be submitted online via Candidate Services. Candidates are strongly encouraged to provide the supporting documents (i.e. bills and receipts) in softcopy to facilitate processing. They may do so by storing and submitting the documents in a USB flash drive (not returnable).

GUIDANCE ON COMPLETING THE RETURN RESPECTING ELECTION EXPENSES

Declarations by Principal Election Agent and Candidate

For each return respecting election expenses, the principal election agent of the candidate must provide details on all expenses incurred, all disputed and unpaid claims, and all donations accepted by every election agent or the candidate on account of or in respect of the conduct or management of the election of the candidate. These details are necessary for compliance purposes. Both the principal election agent and the candidate will have to declare that the return prepared by the principal election agent is complete and correct, and that no other expenses of any nature have been incurred in, or for the purpose of, the candidate’s candidature at that election. The principal election agent should ensure that both declarations are duly signed before submitting the return to the Returning Officer.

The Return Respecting Election Expenses and Declarations by Candidate and Principal Election Agent form has four sections which must be completed accurately as follows:

SECTION A: EXPENSES

  1. Fill in the total amount of expenses for each category, in Singapore dollars, rounded up to the nearest dollar. Some examples are provided below:

    Online election advertising

    e.g. Paid online election advertising, such as payment for social media sponsored posts, website banner advertisments, and hosting or designing of the candidate website;

    Non-online election advertising

    e.g. Design and production of traditional election advertisements such as posters, banners and flags, vehicular wraps for perambulating vehicles, distribution of flyers, rental of vehicles for putting up posters and banners, etc.;

    Transport expenses

    e.g. Rental of perambulating vehicles, rental of buses to ferry helpers or supporters; and

    Other expenses

    e.g. Food and refreshment, purchase of Registers of Electors and electoral division maps.

    Note: No item of expenditure should be reported under more than one category of spending. The principal election agent must record the amount accurately and put it into the category which seems to fit best.

  2. If no expenditure was incurred under a category of spending, the word ‘NIL’ should be recorded on the form.
SECTION B: DISPUTED AND UNPAID CLAIMS

(1) Disputed claims

Claims for payment of election expenses are legally required to be paid no later than 28 days after the day on which the election result is published in the Government Gazette.

If an election agent disputes any claim in respect of election expenses incurred by the candidate, and refuses or fails to pay the claim within the specified time period of 28 days, details of such a claim should be provided in this section.

  1. For each disputed claim, fill in the details of:


    the name and address of the claimant;


    a description of the item or service to which the claim relates and the name of the election agent against whom the claim is made; and


    the amount in dispute in Singapore dollars, rounded up to the nearest dollar.

  2. If there is no claim to declare, the word ‘NIL’ should be recorded on the form.
  3. For hard copy submissions, if there is insufficient space in any section, attach a separate sheet containing the details.

(2) Unpaid claims

Claims for payment of election expenses are legally required to be submitted not later than 14 days after the election result is published in the Government Gazette.

Where a claim in respect of election expenses incurred by the candidate is not sent to the election agent within the 14-day deadline, details of such a claim should be provided in this section.

  1. For each unpaid claim, fill in the details of:


    the name and address of the claimant;


    a description of the item or service to which the claim relates and the name of the election agent against whom the claim is made; and


    the amount in dispute in Singapore dollars, rounded up to the nearest dollar.

  2. If there is no claim to declare, the word ‘NIL’ should be recorded on the form.
  3. For hard copy submission, if there is insufficient space in any section, attach a separate sheet containing the details.
SECTION C: NON-RECORDABLE DONATIONS

  1. Fill in the details of every permissible donation received by the candidate or his election agent(s) in relation to the election campaign and the particulars of the donors in chronological order according to the date each donation was received. Include only donations given, spent, lent or provided (whether before or after the candidate became a candidate) for the purposes of the candidate’s election campaign.
  2. If there is no donation to declare, the word ‘NIL’ should be recorded on the form.
  3. For hard copy submissions, if there is insufficient space in any section, attach a separate sheet containing the details and particulars.
SECTION D: RECORDABLE DONATIONS

  1. Fill in the details of all single recordable donations of $10,000 or more, and any series of recordable donations from the same permissible source/donor which adds up to $10,000 or more, received by the candidate or his election agent(s) in relation to the election campaign, and the particulars of the donors in chronological order according to the date each donation was received.
  2. If there is no donation to declare, the word ‘NIL’ should be recorded on the form.
  3. For hard copy submission, if there is insufficient space in any section, attach a separate sheet containing the details and particulars.
CORRECTIONS TO RETURNS RESPECTING ELECTION EXPENSES

If the principal election agent of a candidate spots any error[1] or omission in any content in the return respecting election expenses (i.e. the original return) after its submission, he may apply to the Returning Officer to correct the error or omission in the original return via Candidate Services. The application must be accompanied by:

  1. a fresh return respecting election expenses annotated with what content in the original return is corrected and how it is corrected; and
  2. a fresh statement and declaration, made respectively by the principal election agent and the candidate, in relation to the return respecting election expenses annotated under point (a).

The principal election agent may make more than one application to correct the original return. Every fresh return respecting election expenses and fresh set of statement and declaration by the principal election agent and the candidate must be treated as replacing any original return and any statement and declaration relating to the original return. However, applications to correct errors or omissions in earlier returns will not be allowed beyond 31 days after the election result is published in the Government Gazette.

[1] “Error” includes any misnomer, misspelling, misprint, misplacement, mistake, inaccuracy, omission, and any clerical, technical or printing error, and any error of any other description or nature. Examples of technical corrections include blank entries due to inadvertent omissions, miscalculation during tallies, and corrections made without a signature initialled against it.

A candidate and his principal election agent must submit the Post-election Donation Report and Post-election Declaration forms to the Registrar, Registry of Political Donations regarding all donations received during the election period, within 31 days after the statement of poll is published. A nil report and declaration is required if no such donation was received.

The donations to be reported in the Post-election Donation Report are those made on and between the date of the candidate’s pre-election declaration and the date of the candidate’s post-election declaration (i.e. the reporting period).

As the details of recordable donations would have been set out in the Return Respecting Election Expenses and Declarations by Candidate and Principal Election Agent form, the principal election agent and the candidate are required to disclose only the total amount of those donations. They must also declare that they have not received anonymous donations totalling $5,000 or more. For more details on political donations, candidates and election agents may refer to the Political Donations webpage, Part 3 of the Political Donations Act 2000 and the Political Donations Regulations.

If the candidate has appointed other election agents in addition to his principal election agent, each of the other election agents must also submit a declaration using the Post-election Declaration by Election Agent of Presidential Candidate form. These submissions can be done via Candidate Services or in person at the Elections Department after Polling Day for contested elections (or after close of nomination proceedings for uncontested elections).
