The Foreign Interference (Countermeasures) Act 2021 (FICA) was passed by Parliament on 4 Oct 2021 and assented to by the President on 29 Oct 2021. The provisions related to Politically Significant Persons (PSPs) came into force on 29 Dec 2023. At the same time, the Political Donations Act 2000 (PDA) was repealed, and the existing obligations under the PDA were ported over to FICA. Once the amendments made to relevant Acts and Subsidiary Legislation come into force, we will update the information on this page, where applicable.


Nomination papers must be filed with the Returning Officer between 11 am and 12 noon on Nomination Day. Late or incomplete submissions will be rejected.


Nomination Papers and Other Related Forms for Single Member Constituency

A person who desires to stand as a candidate for election as a Member of Parliament (MP) in a Single Member Constituency (SMC) must complete the Nomination Paper (in duplicate). The Nomination Paper may be drafted online using the Candidate Services which will automatically perform a check on whether the names of the proposer, seconder and assentors are in the relevant Register of Electors.

The Nomination Paper (in duplicate) must be accompanied by the Political Donation Certificate (in duplicate) when it is filed.

An election deposit must be made before 12 noon on Nomination Day.

In addition to his proposer, seconder and assentors, the prospective candidate may appoint one other person to enter the Nomination Centre with him to file his Nomination Paper. To do this, the prospective candidate should make use of the Appointment of One Other Person form.

Prospective candidate may also indicate how he wishes his name to appear on the ballot paper and Notice outside polling stations. He may do so via the Candidate Services or submit the Name to be Printed on Ballot Paper and Notice Outside Polling Stations form at ELD.

Nomination Papers and Other Related Forms for Group Representation Constituency

Persons who desire to stand as a group of candidates for election as MPs in a Group Representation Constituency (GRC) must complete the Nomination Paper (in duplicate). The Nomination Paper may be drafted online using the Candidate Services which will automatically perform a check on whether the names of the proposer, seconder and assentors are in the relevant Register of Electors.

The Nomination Paper (in duplicate) must be accompanied by the following when it is filed:

  1. Political Donation Certificate for each candidate (in duplicate); and

  2. for a minority community candidate in a GRC, at least one Certificate of the Malay Community or Certificate of the Indian and Other Minority Communities Committee (in duplicate).

An election deposit must be made before 12 noon on Nomination Day.

Malay Community Certificate

A certificate of the Malay Community Committee is to be produced by every group of persons who wish to stand for Parliamentary election in a GRC which is designated by the President as an electoral division (also known as a constituency) that must have at least one candidate in every group of candidates who is a person belonging to the Malay community in that electoral division.

In addition to the Nomination Paper and other relevant certificates, the group must furnish the certificate, which is issued to the person in the group who claims to be a member of the Malay community, to the Returning Officer on Nomination Day. In order to be issued such a certificate, this person must make an application to the appointed Malay Community Committee. Having determined that the applicant is a person belonging to the Malay community, the Committee will issue the Certificate of Malay Community Committee to him. The application may be made online using the Candidate Services and successful applicants can thereafter print the certificates online.

Only one certificate is required for the purpose of the nomination even if there is more than one person in the group belonging to the Malay community.

Indian and Other Minority Communities Certificate

A certificate of the Indian and Other Minority Communities Committee is to be produced by every group of persons who wish to stand for Parliamentary election in a GRC which is designated by the President as an electoral division (also known as a constituency) that must have at least one candidate in every group of candidates who is a person belonging to the Indian or other minority community in that electoral division.

In addition to the Nomination Paper and other relevant certificates, the group must furnish the certificate, which is issued to the person in the group who claims to be a member of the Indian or other minority community (other than Malay or Indian), to the Returning Officer on Nomination Day. In order to be issued such a certificate, this person must make an application to the appointed Indian and Other Minority Communities Committee. Having determined that the applicant is a person belonging to the Indian or other minority communities, the Committee will issue the Certificate of Indian and Other Minority Communities Committee to him. The application may be made online using the Candidate Services and successful applicants can thereafter print the certificates online.

Only one certificate is required for the purpose of the nomination even if there may be more than one person in the group belonging to the Indian or other minority communities.

Political Donation Certificate

A Political Donation Certificate is to be produced by persons who wish to stand for a Parliamentary election (in addition to the Nomination papers and other related forms) to the Returning Officer on Nomination Day. The certificate is issued by the Registrar of Political Donations upon receipt of the duly completed Pre-election Donation Report and Pre-election Declaration forms. Applications must be submitted not later than 2 clear days (excluding Sundays and public holidays) before Nomination Day. The applications may be submitted online using the Candidate Services and successful applicants can thereafter print the certificates online.

Election Deposit

An election deposit must be made before 12 noon on Nomination Day. The election deposit is fixed by law as the fixed monthly allowance payable to an elected MP for the month immediately before the date of dissolution of Parliament, rounded to the nearest $500. The exact amount of the election deposit for an election will be specified in the notice of the Writ of Election issued by the Returning Officer.

Payment must be made before 12 noon on Nomination Day by electronic funds transfer, bank draft, or by a cheque that has been certified by the drawee bank as good for payment of the sum stated on it, or in such other form or manner as the Returning Officer allows. Payment by electronic funds transfer can be made using the Candidate Services. Payment by bank drafts or certified cheques are to be accompanied by the Payment of Election Deposit form.

Photograph on Ballot Paper

Prospective candidates should submit their photographs by 2 pm on Nomination Day and in conformance with the specifications by the Returning Officer for inclusion in the ballot paper. Otherwise, the space on the ballot paper for the candidate’s photograph will state "No photo". The image of the candidate must allow voters to recognise the candidate for voting purposes and be in black and white.

For accuracy and consistency, prospective candidates are advised to submit their photographs early. Prospective candidates may submit their photographs via the Candidate Services. If they wish to, they may also submit the Submission of Photograph for Ballot Paper form at ELD.

Election Agents

Once the Writ for an election is issued, every prospective candidate should appoint an election agent to manage and administer his election expenses. A candidate may also appoint himself as his election agent.

The appointment of an election agent must be made by the prospective candidate no later than Nomination Day. Not more than one individual may be appointed as an election agent at any time. Prospective candidates are encouraged to appoint their election agents via the Candidate Services. If they wish to, they may also submit the Appointment of Election Agent form at ELD.

In the case of an election in a GRC, the candidates in the group must also select from among their respective election agents, one election agent to be the principal election agent for the group. They may inform of their choice by submitting the Appointment of Principal Election Agent form at the Nomination Centre.

A prospective candidate does not divest himself of all responsibility to comply with the law by the appointment of an election agent. It remains a candidate’s duty to supervise the election throughout and to take all reasonable steps to prevent the commission of illegal practices or corrupt practices at the election.
